Intelligence Territoriale
L’intelligence territoriale est le projet scientifique « polydisciplinaire » dont l’objet
est le développement durable des territoires et dont les communautés territoriales
constituent autant de sujets.
Elle se fonde sur une vision systémique du territoire, intégrant un espace
géographique, une communauté, ses représentations et ses comportements. Elle
accorde une importance à l’échelle locale dans une logique interscalaire, du local au
global.
C’est une intelligence collective qui se fonde, d’une part sur l’interaction entre
chaque être humain et son environnement et, d’autre part, sur les relations entre les
personnes. Elle bénéficie aujourd’hui du puissant artefact des technologies de
l’information. Elle influence la gouvernance et les comportements de chaque individu,
des organismes et des collectivités.
La gouvernance territoriale peut élargir ou restreindre son expression, la participation
de tous, l’équilibre entre la collaboration ou la compétition ; un accès équitable et
durable au ressources ; le bien être et l'empowerment de chacun et de tous.
Outil de la gouvernance, l'observation territoriale doit permettre, a l'aide des
technologies de partage des informations et des connaissances, un accès égal et durable
à l'information et a la co-constrution de la résilience et du développement durable des
territoires.

Territorial Intelligence
Territorial intelligence is the “polydisciplinary” scientific project having for
object the sustainable development of the territories and the subjects of
which are territorial communities. It aims at proposing an alternative path of
development drive by wellbeing of all and every one. Territorial intelligence is
based on a systemic view of the territory, linking a geographic space, a
community, its representations and its behaviours. It works at the local level in
an interscalar logic, from local to global. It is a collective intelligence that is
based on one hand on the interaction between each human being and its
environment and, secondly, the relationship between people. It now enjoys
the powerful artefact of information technology. It influences the governance
and behaviour of each individual, organizations and communities. Territorial
governance can expand or restrict the participation, the balance between
cooperation and competition, the equitable and sustainable resource sharing,
wellbeing and empowerment of each and all. Tool for governance, territorial
observation must allow, with the help of technology, to share information and
knowledge, a sustainable and equal access to information and to the co-
construction of resilience and sustainable development of territories.

Intelligencia Teritorial
La Inteligencia Territorial es el proyecto científico “polydisciplinario” que
tiene por objeto el desarrollo sostenible y las comunidades territoriales
como sujetos. Se basa en una visión sistémica del territorio, incluido un
espacio geográfico, una comunidad, sus representaciones y sus
comportamientos. Concede importancia al nivel local en un lógica interescalar,
de lo local a lo global. Se basa fundamentalmente sobre inteligencia colectiva
que se basa por un lado en la interacción entre cada ser humano y su medio
ambiente y, en segundo lugar, la relación entre las personas. Hoy en dia
cuenta con el poderoso artefacto de la tecnología de la información. Esto
influye en la gobernabilidad y el comportamiento de cada individuo, de las
organizaciones y de las comunidades públicas. Gobernanza territorial puede
ampliar o restringir la participación, el equilibrio entre cooperación y
competencia, el bienestar equitativo y sostenible de los recursos y el
empoderamiento de cada uno y todos. Como herramienta de gobernanza, la
observación territoriale debe permitir, con la ayuda de la ciencia para
compartir información y conocimientos, el acceso sostenible a la información y
la co-constrution de la resiliencia y del desarrollo sostenible de los territorios.

Le réseau INTI est né en 1991 avec le Réseau Européen d’Insertion Économique et Sociale. L’action de coordination du Réseau Européen d’Intelligence Territoriale, caENTI, du 6e PCDRT à conforté un réseau informel mais actif constitué de chercheurs et d’acteurs. Le GDRI a assuré son essor international, notamment en Amérique Latine et en Afrique du Nord.
INTI network was created in 1991 with the European Network of Economic and Social Integration. The European Network Coordinating Action Territorial Intelligence caENTI, 6th PCDRT strengthened to an informal but active network of researchers and actors. The GDRI assured his international expansion, particularly in Latin America and North Africa.
El Red INTI fue creada en 1991 con la Red Europea de Integración Económica y Social. La Red Europea de Acción de Coordinación Territorial Intelligence caENTI, del 6 PM, fortaleció a una red informal pero activo de investigadores y actores. El GDRI aseguró a su expansión internacional, especialmente en América Latina y el Norte de África.
